Hide No Ship States/Regions at Checkout

On the One page checkout, or any checkout, where it shows the States drop down, is there a way to have states that are not in a shipping region, not show up in the list?

Why show the state if it's not in the shipping region or available? People fill out everything and then discover that their region/state isn't supported.
