Setting Up Navigation Links
From the Admin console, select Content > Menus & Navigation
To add any links to your site you must first add a Menu (Link Group). To add a Menu Select the 'New' button in the upper right corner
1. Name the menu and click Save
2. Click the "Add a New Link Button"
3. Enter the Display Text for the Link and set the link type (blog, product category, content page, etc..)
4. Select the desired page/product/etc. ..
5. Click "Save Button"
6. Submenus can be created my creating additional links and dragging them slightly to the right of the desired parent link.
7. When your menu is structured as desired click save.

This does not show how to change the menus. Up to last week, I could drag and drop in Firefox. Now that won't work in both Firefox and Chrome. Really!#@!

I agree -- this article could use some work. I'm adding it to my list of articles that need specification.
Clients have reported not being able to drag and drop in chrome and FF in the past, and it turned out to be a browser config setting issue. This could be the case for you. I'm going to go ahead and create you a support ticket so we can work this out.
